The 2009 Project Initiation of Key Research Institutes of Humanities and Social Sciences announced that the research project jointly applied by Professor Jian SHI, Professor Yamei WANG and Professor Dan YI, under the title “Harmony without Uniformity: the Cultural Diversity Policy in EU and Its Inspirations for China” was officially approved after rigorous examinations of a committee of experts appointed by the Ministry of Education. This project shall be carried out from December 2009 to December 2012.

The goal of this project is defined as the following: the cultural diversity policies of EU, their functions in the EU integration and the challenges facing them; the code of conduct for China in working with the EU and its member states; Experience of EU we could draw on to foster a unified and harmonious society while maintaining the uniqueness of individual ethnic groups.

This project consists of three sub-projects: Unity in Diversity: EU’s Cultural Integration in Process; The Vehicle of EU’s Multi-Cultural Diversity – Languages and Cultural Industry: “Harmony with Uniformity” in Policy and Practice; Harmonious Development: Comparative Study of EU’s Cultural Diversity and Chinese Identity.

据教育部人文社会科学重点研究基地2009年度重大项目立项通知，我中心以石坚教授为主，王雅梅教授、易丹教授等联合申请的教育部重点研究基地中国人民大学欧洲问题研究中心招标课题《和而不同:欧盟文化多样性政策及其对中国的启示》, 经组织专家评审通过,现正式批准为教育部人文社会科学重点研究基地2009年度重大研究项目。课题执行期为2009年12月至2012年12月。

本课题的研究目标为：欧盟的文化多样性政策，以及这些政策在欧盟一体化进程的作用和所遇到的挑战；中国如何在全球化背景下与欧盟及其成员国进行交往；以及欧盟的经验可以给我国如何在弘扬国家认同，建设统一的和谐社会的同时，也保持各民族文化的独特性等方面提供一些什么有益的经验。该课题将把认同问题上的中国历史语境和经验，与欧盟正在试图进行的文化多样性政策尝试作对比研究，能够让我们更深入更有效地理解和分析“和而不同”的内涵，理解欧盟所面临的文化认同的历史和现实语境，以及所面临的挑战。该课题也将对中国的对外交流起到促进作用，在全球化的进程中对国际新机制和新的区域合作模式的探讨中提出自己的思路和作出应有的贡献。

按照课题总体研究目标，课题由3个子课题构成，每一子课题分别围绕主题各自在文化、语言和经济、社会等方面展开，同时又有交叉结合，形成既有纵向深入，又兼具横向交叉的复合型研究框架。围绕课题总题目“和而不同：欧盟文化多样性政策及其对中国的启示”，主要研究内容将分别条目化三个子课题：多样性中的统一：发展中的欧盟文化整合；欧盟文化多样性的载体——语言与文化产业：“和而不同”的政策与实践；和而不同的和谐发展：欧盟文化多样性与中国认同的对比研究。
